Could you please try reading a register that has a default value that is not all 0's or 1's, for example the MODE register (Address 0x09) and make sure it returns 0x000C.
Looking at the oscilloscope images provided above, the CS signal looks a little worrying, taking the CS pin high during a data transfer operation aborts the data transfer and places the serial bus in a high impedance state. This would mean that the line wouldn't return the actual register value. It looks like that could happen in the middle of a communication with the fluctuating CS.
What values are you receiving from the LAENERGY register? Try reading just the AENERGY register, does this return the expected value?
What current and voltage level are you measuring?
