How do you get from Alert State to FDD

I am having trouble getting from Alert State to FDD State.  All PLLs are locked.  I have not successfully completed all calibrations though.  The FDD bit is set along with Dual Synth mode.  I set the Rx and Tx Synth Mask and wrote a 23h to register 14h.  Read register 17h and it indicates State = 5 (Alert State).  I am not using any control pins to change state i.e. using SPI commands only.

Any Ideas of what is wrong?
