ADE7878 AVDD DVVD error

I powered up ADE7878 with a development board and measured AVDD and DVDD. Non of them shows 2.5V .

I connected PM1 pin to ground circuit , the IRQ1 interrupt pin drives low , REF in/out shows 1.2 V but no output from AVDD and DVDD.

I pressed the reset button in my dev. board and after the reset IRQ1 also went high.

As it doesn't show any out from AVDD and DVDD I didn't try communicating through SPI or I2C.

Please help me with a solution.

I have attached the schematic and the PCB design I used.
